- Passive voice = be in the matching tense + past participle; only be changes tense, the participle never does
- Present perfect passive: has/have + been + past participle (The schedule has been published)
- Past perfect passive: had + been + past participle for an earlier past event (The winner had already been announced)
- Future passive: will be / is going to be + past participle (The winners will be announced)
- The by-phrase is used only when the doer adds real information; news style usually omits it
